Those of us charged with explaining America and American policy know all too well the difference between  talking points -- however eloquently crafted --  and a compelling narrative flowing from not just from short-term tactical (political as well as military) considerations, but also from universal values, history, and the sweep of our own national experience.  The former rings hollow, the latter authentic, and thus reaches into hearts as well as minds.  It&#039;s not that hard.</description>
